Bangladesh Power Sector Reform Law-2002

Following the establishment of an independent Bangladesh in 1971, the Bangladesh Power Development Board (BPDB) was formed on May 31, 1972, through Presidential Order (PO 59). It was separated from the previous WAPDA and commenced its operations with an installed capacity of merely 500 MW as a unified entity responsible for power generation, transmission, and distribution, tasked with illuminating and industrializing this war-affected nation. Subsequently, the entire or portions of the power transmission, generation, and distribution system of BUBO were transferred to various other organizations, including the Rural Electrification Board (BAPBIBO), Dhaka Power Distribution Company (DPDC) Ltd., Dhaka Electric Supply Company (DESCO) Ltd., Power Grid Bangladesh PLC, Ashuganj Power Station Company Limited (APSCL), Electricity Generation Company of Bangladesh (EGCB) Ltd., West Zone Power Distribution Company (OZOPDICO) Ltd., North-West Power Generation Company (NOWPECO) Ltd., Northern Electricity Supply Company (NESCO) Ltd., Rural Power Company Limited (RPCL), BR PowerGen Limited (BRPL), Coal Power Generation Company Bangladesh Limited (CPGCBL), Bangladesh-China Power Company Limited (BCPCL), and Bangladesh-India Friendship Power Company Private Limited (BIFPCL).

Currently, BUBO functions as a single buyer in the electricity purchase and sale, as well as in the power generation and distribution activities of the Rural Electrification Board (BAPBIBO), Dhaka Power Distribution Company (DPDC) Ltd., Dhaka Electric Supply Company (DESCO) Ltd., West Zone Power Distribution Company (OZOPDCO) Ltd., and Northern Electricity Supply Company (NESCO) Ltd., in regions outside the jurisdiction of BAPBIBO.
